Mexico is poised to lift century-old restrictions on foreign ownership of property along its coasts and borders, a move real-estate developers believe could boost the nation’s vacation-home market. Mexico currently prohibits foreign ownership of land within 50 kilometers (31 miles) of the coast or 100 kilometers of an international border.

Even as Mexico continues to struggle with grave security threats, its steady rise is transforming the country's economy, society, and political system. The Mexican market is highly dependent on the United States economy, and the financial crisis in 2008 took an immediate toll on Mexico’s second-home market. Prices in San Miguel, for instance, dropped 25 to 30 percent from their peak in 2007.

Bill Gates buys the Four Seasons Resort - Punta Mita Mexico

Seattle Times: Bill Gates buys resort plus development land in Punta Mita, near Puerto Vallarta for $200 million

Bill Gates buys the Four Seasons Resort - Punta Mita Mexico

Looks like the Gates family might have a new vacation home. Or, at least, a nice investment.

Cascade Investment, Bill Gates’ private investment arm, is purchasing the Four Seasons Resort Punta Mita and an adjacent 48-acre parcel of development land for $200 million in cash, according to a filing with the U.S. Securities and Exchange Commission.

The deal is expected to close in early 2014.

John Pinette, the Gates family’s spokesman, declined to comment on what Gates plans to do with the purchase.

It may simply be that Cascade Investment, or Gates, thinks it’s a good time to increase its investment in the Four Seasons hotel chain.

Earlier this year, Cascade Investment bought the Four Seasons Hotel Atlanta for $62 million, according to Hotel Management, and the Four Seasons Hotel Houston for $140 million, according to Bloomberg.

Gates and Prince Alwaleed bin Talal, a Saudi Arabian billionaire, have a 95 percent stake in the chain, according to Bloomberg, which says the two men took the hotel chain private in 2007.

But now, Alwaleed is calling for the company to prepare for an IPO, feeling the time is right, according to The Wall Street Journal. The hotel chain has a new CEO in former real-estate investor Allen Smith and competitor Hilton Worldwide issued its IPO last week.

[Update 4:33 p.m.: Michael Larson, chief investment officer of Cascade Investment, said in a statement:

We are a significant investor in Mexico and hold a long-term positive view on the country and its economy. This is an outstanding property asset.  Our investment also underscores our confidence in the property’s management team, the leadership of Four Seasons Hotels and Resorts and the strength of the Four Seasons brand overall.

Cascade purchased the resort, which is located on a private peninsula within a 400-acre nature preserve, from Strategic Hotels & Resorts, according to the statement from Cascade. The resort will continue to be managed by Four Seasons Hotels and Resorts.

This is Cascade's third purchase of a Four Seasons property in the past 10 weeks, the investment firm said.]

Puerto Vallarta sunset from Hacienda San Angel - Downtown Puerto Vallarta, Mexico

Posh Puerto Vallarta

A view from Trip Styler
Expedia Traveler

Locating luxe from beach to town, a roadmap to life outside the resort

Elizabeth Taylor and Richard Burton in Puerto Vallarta

Puerto Vallarta didn’t start out posh. Prior to Hollywood’s arrival in the Golden Age of films, it was a remote fishing town. Liz Taylor and Richard Burton put it on the in crowd’s circuit when they descended upon Mexico’s Pacific Coast in the early 1960s for the film The Night of the Iguana.

Surprisingly, Ms. Taylor wasn’t even in the film; she came along as Mr. Burton’s plus one. For a time, Puerto Vallarta was their quiet hideaway where they could roam unnoticed. To put this into modern-day terms, it would be like Brangelina walking down the street unrecognized.

Oozing cachet, the coastal town grew with the explosion of air travel, followed by the cruising and all-inclusive booms. Thankfully, Puerto Vallarta’s cobblestone streets, behind the requisite tourist shops and open-air bars, remain. This is the Puerto Vallarta I’m talking about. The one hugging the foothills of the Sierra Madre mountains. The one built up around the Hollywood legends’ former stomping grounds. The one without bottomless drinks.

My penchant for a posher Puerto Vallarta started while reporting an all-inclusive story for an airline. A big part of the article centered around using my packaged paradise as a basecamp to explore, versus a place to stay pina-colada put.

This basecamp was the Marival Residences and World Spa, one of the most luxurious packaged properties in town. At first, it felt like a crime to leave my rooftop plunge-pool suite – a gorgeous perch where I’d officially like to start my winter snowbird-in-training sessions – but the more I explored about town, the more I was wooed by Liz and Richard’s former flaunting grounds.

Winding my way up from the beach, I found their time-worn residences connected by a Venice-like pink bridge towering over the uneven street. History has it that the bridge was built so Liz could sneak into Richard’s house unseen. Just up the rocky road from these relics, serendipity happened: I found an exclusive boutique hotel so protective of guests, non-residents aren’t even allowed in the lobby.

Puerto Vallarta sunset from Hacienda San Angel - Downtown Puerto Vallarta, MexicoNondescript from the outside – a strong indication of exclusivity – the entrance opens into a series of interconnected villas and fountain-clad courtyards, conjoined as the Hacienda San Angel. Within moments of getting acquainted with the mosaic-lined and flower-filled grounds, I emailed my husband to tell him we’re celebrating something – anything! – at this 20-suite property.

Later that evening, on the recommendation of locals, I dined at Cafe Des Artistes, one of Mexico’s top-rated restaurants. En vogue and whimsical, the restaurant itself is a lavish work of art draped in glass teardrops. The menu takes it up a notch too, serving sculptural and scrumptious renditions of coastal Mexican fare. My crab terrine looked like the Colosseum and tasted as though it had just come from shore. Note: discreet never comes cheap. Make up for your big night out by noshing on fresh fish tacos beside Banderas Bay.

On the hip side of Puerto posh, make sure you hit La Leche (milk in Spanish), a literal expression of “Dîner en Blanc,” where the cuisine infuses pops of color into the whitewashed physique. In keeping with the gallery theme, my starter salad came with a creative edge: a syringe of balsamic dressing. Good thing I wasn’t wearing white.

Positioned as a jet-set jaunt in Hollywood’s heyday, Puerto Vallarta got a posh push early on. Fifty years later, Puerto’s Pacific Coastal location, cachet, and local warmth makes its brand of chic, discreet, like Liz’s bridge.

Punta Mita resort offers luxe summer camp experience

Punta Mita resort offers luxe summer camp experience

Punta Mita resort offers luxe summer camp experienceBy Melissa Aguilar
Houston Chronicle

Like kids at summer camp, adults can play all day at the posh St. Regis resort in Punta Mita on Mexico’s Riviera Nayarit

As the car pulled up to the St. Regis Punta Mita, I felt apprehensive and excited, like a kid getting dropped off at summer camp.

I was heading to the Mexico luxury resort for the inaugural Punta Mita Beach Festival, billed as an “adventurous experience” featuring stand-up paddleboard clinics, surfing lessons, yoga on the beach, biking, snorkeling and paddleboard races. In fact, it sounded a lot like adult summer camp. For four days, we could learn new skills, make new friends, play all day and show up at the mess hall just in time for dinner. In our case, the mess hall was a beautifully set table on the beach in paradise.

The festival was the brainstorm of resort general manager Carl Emberson, who was looking for a “creative, interactive experience” to show off the resort’s beautiful beachfront location. The event launched with a cocktail party around the beachside infinity pool. It was easy to get into the vibe with dapper Australian mixologist Oliver Atkins shaking up watermelon martinis. Spirits experts offered artisan Mezcal tastings or shots of Mexican whiskey, while waiters passed botanas, or little bites. Celebrity chef Diane Dimeo planned a barbecue on the beach, complete with roasted pig.

Before long, I was meeting other guests – a couple from Austin celebrating their 10th anniversary; a magazine editor; an artist/cultural anthropologist from Oaxaca and her daughter, a chemist from California; and a couple from Arizona who had brought their two kids.

With my newfound friends, my trepidation about traveling alone in Mexico eased. Not that there is much to worry about in Punta Mita. It’s an upscale, gated community of luxury resorts, villas, golf courses, restaurants and pristine beaches in the Riviera Nayarit, just 12 miles from Puerto Vallarta.

The first morning, we rose early for Hatha yoga. The resort’s instructor, Melanie Voyer is the kind of teacher who can guide you through the moves in a way that feels like more than exercise. Her beautiful voice and manner soothe the soul. The yoga on paddleboard sessions tested our balance even more.

Punta Mita resort offers luxe summer camp experienceJavier Alvarez, one of Mexico’s top surfing pros, led the stand-up paddleboard clinics. A big wave surfer, he has helped introduce stand-up paddling to Mexico. Punta Mita, with its protected breaks, is becoming a SUP hot spot.

We paddled out toward the islets, stood up on our boards and got comfortable paddling around the calm water. Piece of cake. Then we moved to the breaking waves. Catching a wave on a paddleboard is harder than it looks. But once you ride a long, slow wave into shore, you’re hooked. If it knocks you off, you scramble back on to try to catch the next one.

As soon as the clinic was over, the 5K race began. Adults and teens competed, paddling out and around several buoys and then back. Shelby Taylor, a tanned, fit 21-year-old from Kentucky took the honors. Taylor came to Sayulita with her parents, and never went back.

For the seasoned surfers, Alvarez had planned an excursion by boat to a special spot the following day. “Mexico has huge potential for surfing,” Alvarez said. “Hawaiians come here in the summer.” A tropical storm brewing in the Pacific thwarted those plans, though.

While the storm also forced the cancellation of the snorkeling trip to Las Marietas National Park, it gave us the chance to explore the area. The resort offers bikes to tool around Punta Mita. Guests also have access to two Jack Nicklaus Signature Golf Courses with amazing views.

But we opted to head out of Punta Mita to Sayulita. What once was a sleepy surfing village has become a shopping and dining hot spot. Fighting for a parking spot in this bustling town was a wake-up call after the relaxed vibe of the five-Diamond resort. The stores, painted in bright colors, offered carvings, pottery, embroidered bags and jewelry. Artisans worked their crafts at the sidewalk market. On the beach, we met American ex-pats who run a surfboard rental stand. Vendors wanted to sell us everything from textiles to jewelry to juices. We ducked into Don Pedro’s Restaurant & Bar to get out of the rain and were happy the rest of the afternoon with our ceviche and margaritas.

After that drizzly but beautiful afternoon, we headed back to the resort for an elegant dinner on the beach. The St. Regis set a table for 60 along the water’s edge. We ate great food, watched the sunset and got to know our fellow campers. All that was missing was the s’mores. But Emberson had thought of that, too, and had a bonfire built on the beach. Grown-ups and kids roasted marshmallows – those with the golden brown puffs got bragging rights, as usual.

Then we lighted Chinese flying lanterns and sent them sailing into the air with wishes for another trip like this one, no doubt. We parted after brunch the next morning, sharing cars to the Puerto Vallarta airport and promising to friend each other on Facebook.

Just like a bunch of kids leaving camp.

CULTURE Performing Korean pop music in Mexico City. At least 12,000 Koreans are said to live in Mexico.

MEXICO CITY — Mexico, whose economic woes have pushed millions of people north, is increasingly becoming an immigrant destination. The country’s documented foreign-born population nearly doubled between 2000 and 2010, and officials now say the pace is accelerating as broad changes in the global economy create new dynamics of migration.

Rising wages in China and higher transportation costs have made Mexican manufacturing highly competitive again, with some projections suggesting it is already cheaper than China for many industries serving the American market. Europe is sputtering, pushing workers away. And while Mexico’s economy is far from trouble free, its growth easily outpaced the giants of the hemisphere — the United States, Canada and Brazil — in 2011 and 2012, according to International Monetary Fund data, making the country more attractive to fortune seekers worldwide.

The new arrivals range in class from executives to laborers; Mexican officials said Friday that residency requests had grown by 10 percent since November, when a new law meant to streamline the process took effect. And they are coming from nearly everywhere.

Guillaume Pace saw his native France wilting economically, so with his new degree in finance, he moved to Mexico City.

Lee Hwan-hee made the same move from South Korea for an internship, while Spanish filmmakers, Japanese automotive executives and entrepreneurs from the United States and Latin America arrive practically daily — pursuing dreams, living well and frequently succeeding.

“There is this energy here, this feeling that anything can happen,” said Lesley Téllez, a Californian whose three-year-old business running culinary tours served hundreds of clients here last year. “It’s hard to find that in the U.S.”

The shift with Mexico’s northern neighbor is especially stark. Americans now make up more than three-quarters of Mexico’s roughly one million documented foreigners, up from around two-thirds in 2000, leading to a historic milestone: more Americans have been added to the population of Mexico over the past few years than Mexicans have been added to the population of the United States, according to government data in both nations.

Mexican migration to the United States has reached an equilibrium, with about as many Mexicans moving north from 2005 to 2010 as those returning south. The number of Americans legally living and working in Mexico grew to more than 70,000 in 2012 from 60,000 in 2009, a number that does not include many students and retirees, those on tourist visas or the roughly 350,000 American children who have arrived since 2005 with their Mexican parents.

“Mexico is changing; all the numbers point in that direction,” said Ernesto Rodríguez Chávez, the former director of migration policy at Mexico’s Interior Ministry. He added: “There’s been an opening to the world in every way — culturally, socially and economically.”

But the effect of that opening varies widely. Many economists, demographers and Mexican officials see the growing foreign presence as an indicator that global trends have been breaking Mexico’s way — or as President Enrique Peña Nieto often puts it, “the stars are aligning” — but there are plenty of obstacles threatening to scuttle Mexico’s moment.

Inequality remains a huge problem, and in many Mexican states education is still a mess and criminals rule. Many local companies that could be benefiting from Mexico’s rise also remain isolated from the export economy and its benefits, with credit hard to come by and little confidence that the country’s window of opportunity will stay open for long. Indeed, over the past year, as projections for growth have been trimmed by Mexico’s central bank, it has become increasingly clear to officials and experts that the country cannot expect its new competitiveness to single-handedly move it forward.

“The fact that there is a Mexican moment does not mean by itself it’s going to change our future,” said Ildefonso Guajardo Villarreal, Mexico’s economy minister. “We have to take advantage of the Mexican moment to do what is required of us.” The challenge, he said, is making sure that the growing interest in his country benefits all Mexicans, not just newcomers, investors and a privileged few.

Mexico has failed to live up to its economic potential before. “They really blew a moment in 1994 when their currency was at rock bottom and they’d just signed Nafta,” said Kevin P. Gallagher, a professor of international relations at Boston University, adding that those conditions created a big opportunity for Mexican exports.

But now, he and others contend, Mexico has another shot. If the country of 112 million people can harness the energy of foreigners and newly educated Mexicans, become partners with the slew of American firms seeking alternatives to China, and get them to do more than just hire cheap labor, economists and officials say Mexico could finally become a more equal partner for the United States and the first-world country its presidents have promised for decades.

“This is their second chance,” Professor Gallagher said. “And this time, they really have to capitalize on it.”

Protection to Openness

For most of the 20th century, Mexico kept the world at arm’s length. The 1917 Constitution guaranteed Mexicans would be given priority over foreigners for various jobs, and until the 1980s the country favored policies that protected domestic industry from imports.

Mexico was never totally closed — midcentury wars in Europe and the Middle East sent ripples of immigrants to Mexico, while Americans and Central Americans have always maintained a presence. But it was not a country that welcomed outsiders; the Constitution even prohibited non-Mexicans from directly owning land within 31 miles of the coast and 62 miles of the nation’s borders.

Attitudes began to soften, however, as Mexico’s relationship with the United States began to change. Many economists and social scientists say that closer ties with Mexico’s beloved and hated neighbor to the north, through immigration and trade, have made many Mexicans feel less insular. Millions of emigrants send money earned abroad to relatives in Mexico, who then rush out to Costco for more affordable food and electronics. Even the national soccer team, after decades of resistance, now includes two Argentine-born midfielders.

“It’s a new era in terms of our perspective,” said Francisco Alba Hernández, a scholar at the Colegio de México’s Center for the Study of Urban and Environmental Demographics. “We are now more certain about the value of sharing certain things.”

Like immigrants the world over, many of Mexico’s newcomers are landing where earlier arrivals can be found. Some of the growth is appearing in border towns where foreign companies and binational families are common. American retirees are showing up in new developments from San Miguel de Allende to other sunny spots around Cancún and Puerto Vallarta. Government figures show that more Canadians are also joining their ranks.

But the most significant changes can be found in central Mexico. More and more American consultants helping businesses move production from China are crisscrossing the region from San Luis Potosí to Guadalajara, where Silicon Valley veterans like Andy Kieffer, the founder of Agave Lab, are developing smartphone applications and financing new start-ups. In Guanajuato, Germans are moving in and car-pooling with Mexicans heading to a new Volkswagen factory that opened a year ago, and sushi can now be found at hotel breakfasts because of all the Japanese executives preparing for a new Honda plant opening nearby.

Here in the capital, too, immigrants are becoming a larger proportion of the population and a growing part of the economy and culture, opening new restaurants, designing new buildings, financing new cultural offerings and filling a number of schools with their children. Economics has been the primary motivator for members of all classes: laborers from Central America; middle-class migrants like Manuel Sánchez, who moved here from Venezuela two years ago and found a job selling hair products within 15 days of his arrival; and the global crème de la crème in finance and technology, like Mr. Pace, 26, whose first job in Mexico was with a major French bank just after graduating from the University of Reims.

Mr. Pace, bearded and as slim as a Gauloises, said he moved to Mexico in 2011 because college graduates in France were struggling to find work. He has stayed here, he said, because the affordable quality of life beats living in Europe — and because Mexico offers more opportunity for entrepreneurship.

Martin Leveque and Guillaume Pace, right, both from France, run a thriving communications business in the capital.

Martin Leveque and Guillaume Pace, right, both from France, run a thriving communications business in the capital.

Sitting at a Belgian cafe with a laptop this spring, speaking Spanish with a lilt, he said he recently opened a communications business that was off to a blazing start. One of his partners was French, the other Mexican, and in their first few months of operation, they got more than 30 clients, including VivaAerobus, a discount airline aimed at Mexico’s emerging middle class.

More recently, as Mexico’s economy has slowed, Mr. Pace said a few clients had canceled planned promotions, but over all his business has grown this year to include work for international brands like Doritos and the beer Dos Equis.

“We’re not going back to France,” Mr. Pace said. “The business is doing well and we’re very happy in Mexico.”

Some Mexicans and foreigners say Europeans are given special treatment because they are perceived to be of a higher class, a legacy of colonialism when lighter skin led to greater privileges. But like many other entrepreneurs from foreign lands, Mr. Pace and his partners are both benefiting from and helping to shape how Mexico works. Mr. Rodríguez, the former Interior Ministry official, Cuban by birth, said that foreigners had helped make Mexico City more socially liberal.

And with so many Mexicans working in the informal economy, foreigners have little trouble starting new ventures. Many immigrants say Mexico is attractive because it feels disorderly, like a work in progress, with the blueprints of success, hierarchy and legality still being drawn. “Not everyone follows the rules here, so if you really want to make something happen you can make it happen,” said Ms. Téllez, 34, whose food business served more than 500 visitors last year. “No one is going to fault you for not following all the rules.”

Mr. Lee said that compared with South Korea, where career options were limited by test scores and universities attended, Mexico allowed for more rapid advancement. As an intern at the Korea Trade-Investment Promotion Agency here, he said he learned up close how Samsung and other Korean exporters worked. “Here,” he said, “the doors are more open for all Koreans.” He added that among his friends back home, learning Spanish was now second only to learning English.

The results of that interest are becoming increasingly clear. There were 10 times as many Koreans living in Mexico in 2010 as in 2000. Officials at a newly opened Korean cultural center here say at least 12,000 Koreans now call Mexico home, and young Mexicans in particular are welcoming them with open arms: there are now 70 fan clubs for Korean pop music in Mexico, with at least 60,000 members.

A Creative Magnet

Europe, dying; Mexico, coming to life. The United States, closed and materialistic; Mexico, open and creative. Perceptions are what drive migration worldwide, and in interviews with dozens of new arrivals to Mexico City — including architects, artists and entrepreneurs — it became clear that the country’s attractiveness extended beyond economics.

CrossFit, an exercise gym that was started in the United States, has become widely popular and lucrative in Mexico City, catering mostly to the foreign-born population.

CrossFit, an exercise gym that was started in the United States, has become widely popular and lucrative in Mexico City, catering mostly to the foreign-born population.

Artists like Marc Vigil, a well-known Spanish television director who moved to Mexico City in October, said that compared with Spain, Mexico was teeming with life and an eagerness to experiment. Like India in relation to England, Mexico has an audience that is larger and younger than the population of its former colonial overlord. Mr. Vigil said that allowed for clever programming, adding that he already had several projects in the final stages of negotiation.

“In Spain, everything is a problem,” he said. “Here in Mexico, everything is possible. There is more work and in the attitude here, there is more of a spirit of struggle and creativity.”

Diego Quemada-Díez, another Spanish director who said he was the first person in his family to leave Spain since at least the 1400s, moved to Mexico in 2008 after working as a camera operator in Hollywood. He went to film school at the American Film Institute and completed a short film that won several awards, but he said he moved to Mexico because the United States had become creatively restrictive. He wanted to make a film without famous actors, about Central American immigrants. In Los Angeles, no producers would bite. Here, the government provided more than $1 million in financing. The film, La Jaula de Oro, had its premiere at Cannes this year, with its young actors winning an award.

“Europe feels spiritually dead and so does the United States,” Mr. Quemada-Díez said. “You end up wanting something else.”

He struggled to make sense of Mexico at first. Many foreigners do, complaining that the country is still a place of paradox, delays and promises never fulfilled for reasons never explained — a cultural clash that affects business of all kinds. “In California, there was one layer of subtext,” Mr. Quemada-Díez said. “Here there are 40 layers.”

Mexico’s immigrant population is still relatively small. Some officials estimate that four million foreigners have lived in Mexico over the past few years, but the 2010 census counted about one million, making around 1 percent of the country foreign-born compared with 13 percent in the United States. Many Mexicans, especially among the poor, see foreigners as novel and unfamiliar invaders.

Race, ethnicity and nationality matter. Most of the immigrants who have the resources or corporate sponsorship to gain legal residency here come from the United States and Europe. The thousands of Central American immigrants coming to Mexico without visas — to work on farms or in cities, or to get to the United States — are often greeted with beatings by the Mexican police or intense pressure to work for drug cartels. Koreans also say they often hear the xenophobic refrain, “Go back to your own country.”

Mr. Sánchez, the hair products salesman from Venezuela, said Mexicans who had not been able to rise above their economic class mostly seemed to resent the mobility of immigrants. In a country still scarred by the Spanish conquistadors, he said many of his Mexican neighbors responded with shock when they discovered that his younger sister was studying medicine at Mexico’s national university. Not that the quiet scorn is enough to deter him. “I earn more here in a year than I would in 10 years in my own country,” he said. “Mexicans don’t realize how great their country is.”

Many do, of course, especially those with experience elsewhere. Mexico has allowed dual nationality for more than a decade, and among the growing group of foreigners moving here are also young men and women born in Mexico to foreign parents, or who grew up abroad as the children of Mexicans. A globalized generation, they could live just about anywhere, but they are increasingly choosing Mexico.

Some are passionate idealists, like Luna Mancini, 27, a human rights lawyer working for the Supreme Court who was born in Mexico to Italian parents. After growing up in Barcelona, Spain, she returned to Mexico in 2009 because she felt that more could be done in Latin America, with law and with new tools of communication — digital video, social media — that encouraged grass-roots dialogue. Some, especially Mexican-Americans working in Mexico City’s hip culinary scene, have come here to reconnect with their roots. Others simply see Mexico as their best option, as an incubator for personal, professional and artistic growth.

Domingo Delaroiere, an architect whose father is French and mother is Mexican, said Mexico’s appeal — especially in the capital — was becoming harder to miss. When he came back here last year for a visit, after two and a half years in Paris, he said he was surprised. “Art, culture, fashion, architecture, design — the city was filling up with new spaces, things that are interesting, daring,” he said.

He soon decided it was time to move. Compared with Mexico, he said, “Nothing is happening in Paris.”

Mexico’s president brings light to long economic tunnel

Long-term investors have lately had trouble making up their minds about Mexico. Now its new president wants to push them off the fence, and that could be a very good thing for San Diego’s economy.

President Enrique Peña Nieto unveiled a proposal Monday to allow foreign companies to partner with Pemex, the state-owned company that has controlled Mexico’s considerable oil wealth since 1938.

He also wants to deregulate the nation’s electricity production, which could unlock the vast potential for manufacturing growth in Tijuana and the rest of northern Mexico that stalled during the Great Recession.

Such reforms require changing Mexico’s constitution. Without question, Peña Nieto is showing remarkable political courage. Still, I’ll wait to see the fine print.

Just last month the world’s oil industry, which eagerly operates in Nigeria, Russia and other scary places, demonstrated that it doesn’t quite trust Pemex: The company tried to auction production rights to six exploration sites, but potential partners passed on half of them — including an area holding an estimated 1 billion barrels of crude.

In this context, the president’s proposal this week suggests that Mexico is at last accepting reality. Under Pemex, oil production plummeted to 2.5 million barrels a day in 2012 from 3.4 million in 2003.

A third of the federal government’s revenue comes from the company. Allowing oil output to dwindle spells eventual doom for any president. On the other hand, reversing the decline holds strategic significance that goes far beyond Mexico. Energy production is skyrocketing in Canada and the U.S., thanks to innovations in oil and natural gas extraction.

The resulting stability in price and supply is spurring the return of manufacturing to the continent. Contrary to predictions just a few years ago, North America could displace Asia as the 21st Century’s global economic powerhouse, particularly if Mexico can unshackle its energy resources.

The surge of investment and growth that followed the North American Free Trade Agreement in 1994 lost momentum in the 2000s under the weight of bad economic policies, official corruption, drug wars and Asian competition.

But now the government is making progress in the drug war. Reform is back in fashion. And some big investors are betting on growth.

HuffPost: The Best Right – Now Pacific Coast Retirement Choice – Puerto Vallarta, Mexico

    Kathleen Peddicord
    Huffington Post

If it’s a Pacific coastal retirement lifestyle you’re in the market for, your search will lead you to options in Costa Rica, Nicaragua, Panama, Ecuador, and Mexico. Where is the best choice?

As with all retire overseas decisions, the best choice depends on your priorities, your preferences, and your budget.

Pacific beachfront can be dramatically more expensive in Costa Rica than it is in Nicaragua or Ecuador (two to four times as costly, depending where in each country you’re shopping), more expensive than in Panama, and probably on par with the cost of Pacific beachfront in Mexico.

If cheap is your priority, therefore, focus your search in Nicaragua (where prices are not only lower but also highly negotiable, as this market has been as hard hit as any by the downturn of the past five years), Ecuador (where prices have never spiked and remain super low), or on Panama’s Azuero Peninsula, which boasts some of this country’s most affordable stretches of Pacific coast. In Las Tablas, for example, a small colonial town on the east coast of the Azuero Peninsula, you could retire comfortably on a budget of $1,200 per month or less, including rent.

Life on the Pacific coast of Nicaragua, Ecuador, or Panama could be affordable and comfortable, but I wouldn’t describe it as luxury, not anywhere in any of these countries. These are all still emerging destinations, especially Nicaragua and Ecuador.

Meaning that, if you’re looking for a more fully appointed Pacific coast lifestyle, you should look elsewhere. If that is your objective, my top recommendation, specifically, is Puerto Vallarta, Mexico.

Puerto Vallarta is neither the cheapest retirement choice in the world nor the cheapest option within Mexico. You aren’t likely to find it a bargain compared with the cost of living Stateside… unless you compare it (as you should) with the cost of living in top Pacific coast locales north of the Rio Grande. Puerto Vallarta could be called a bargain compared with the cost of living in Newport Beach, for example. And, in this case, that comparison wouldn’t be extreme or inappropriate.

I heard someone recently compare the Pacific coast of Ecuador with the coast of Orange County. That’s silly. Comparing the California’s coast with the Pacific coast of Mexico around Puerto Vallarta is not. This stretch of Mexico’s Pacific coastline has already been developed to a high level. Life here can be not only comfortable, but also fully appointed.

This is a place to come to enjoy a world-class Pacific coast lifestyle. Note that I didn’t say that this is a place to come to enjoy a world-class Pacific coastline. A coastline, no matter how beautiful, is not a lifestyle; these are two different things. You can find beautiful stretches of Pacific coastline in Nicaragua, Costa Rica, Panama, and Ecuador. What you don’t find in those places is a developed lifestyle to support the views. Sure, someday, maybe, there will exist international-standard infrastructure, services, and amenities in places like San Juan del Sur, Nicaragua, for example…but it’s not there today. And I wouldn’t bet on when someday might be or hold my breath waiting for it.

In Puerto Vallarta, you aren’t buying for someday. In Puerto Vallarta, you have the opportunity to buy a world-class lifestyle in a region with world-class beaches and ocean views that is supported, right now, by world-class golf courses, marinas, restaurants, and shopping.

This is a lifestyle that is available only on a limited basis worldwide, a lifestyle that is truly (not metaphorically) comparable to the best you could enjoy in southern California…if you could afford it.

And my point is that, in Puerto Vallarta, this enviable lifestyle, some might even call it a lifestyle of the rich and famous, is not some property developer’s vision or speculator’s dream.

I was first in P.V. about two decades ago. Back then, developing this coast into a world-class destination was the talk of so many developers and speculators, as it is along so much of the Pacific coast in this part of the world.

I returned recently, more than a decade-and-a-half later, to find that this region is one place in the world where the developers and the speculators have actually succeeded in creating something.

The Pacific coast in and around Puerto Vallarta has been invested in, over decades, not only by developers and speculators, but also, importantly, by the Mexican government. The government has supported private investment in this region over time, and now it has refocused its attention here, specifically on the stretch of coast running for about 100 miles north from Nuevo Vallarta.

As a result, this isn’t a place to plan for a fully appointed retirement at the beach someday. This isn’t a place to invest based on the pretty watercolor drawings of a savvy marketing group. This is one of the best places I can think of to embrace a fully appointed Pacific beach retirement lifestyle right now.

And the best part is that, here in P.V. and farther along the Riviera Nayarit, not only can you plug into a fully developed retirement lifestyle…built, furnished, landscaped, and within minutes of the fairway, the yacht club, or the marina if those pastimes interest you…but, unlike in southern California, you can also afford it.

No, probably not on a Social Security-only retirement income. But if your retirement budget is a bit bigger, and you’ve dreamt your whole life of retiring with a view of the crashing Pacific from your terrace, I’d say this could be your number-one right-now choice.

The Stylish Beaches of Tulum, Mexico

On the southern tip of the Riviera Maya, the former hippie outpost of Tulum has become Mexico’s most stylish beach destination.

Tall and tan and young and lovely, the girl in the red bikini and cork sandals steps through a craggy passage in the walls surrounding the 1,000-year-old ruins of Tulum. She might be the girl from Ipanema. Or perhaps Ixtapa or Ibiza.

Positive Outlook for Mexico’s Hotel Market

World Property Channel

World Property Channel - Mexico

The outlook for Mexico’s hotel industry is positive as the country enjoys a promising economic and political environment, as well as new domestic investment vehicles.

In 2014, hotel acquisition volumes are forecast to increase 15 percent and exceed $700 million, making it the highest annual level of transaction volume on record, according to research firm JLL.

After a low of less than $100 million in hotel transactions in 2009, capital influx grew and hotel transactions topped $600 million in 2013.

Newly formed transaction vehicles such as FIBRAs — which operate similar to real estate investment trusts — and CKDs are driving the country’s record-level transaction volumes, accounting for 25 percent and 50 percent hotel acquisitions in 2012 and 2013, respectively, JLL reports.

Last summer, Starwood Hotels & Resorts announced it was expanding its Mexico portfolio by 30 percent.

In Mexico City, hotel transactions totaled $270 million in 2013, earning the title of Latin America’s most liquid hotel market, according to JLL.
